Position Summary:

As a Moving to Work (MTW) Expansion Agency under the Landlord Incentives Cohort #3, this position, with limited supervision, reports to the Chief Operating Officer (COO). The Chief Administrative Officer (CAO) plays a pivotal role in Dothan Housing’s (DH’s) executive leadership team, contributing significantly to the organization’s success. The CAO’s responsibilities span oversight for the Resident Services & Engagement Department-Building Opportunities toward Self-Sufficiency, Inc. (BOSS), Human Resources & Training Department, workforce development, and strategic planning for DH and its instrumentalities. The position also provides executive leadership oversight for the MTW initiatives related to economic self-sufficiency, work requirements, mobility programs, and housing counseling and education.
The CAO is also responsible for successfully implementing, monitoring, and measuring the key
performance indicators (KPIs) of the Purpose 2025 and Purpose 20230 strategic plans in the
Rhythm strategic planning software to increase overall productivity and performance for DH and
its instrumentalities. The position provides executive leadership oversight for developing and
implementing the comprehensive written annual grants management plan strategy for donors,
foundations, and other grant-giving institutions for BOSS, DH, and DHA Building Blocks. The
CAO serves as the organizational development liaison and oversees change management
initiatives, staff training, cross-training, and Diversity, Equity, Inclusion, & Belonging (DEIB)
programs and initiatives in a high-value organizational culture.

Major Responsibilities

1. Provide executive leadership oversight for the Section 3 Action Plan, YouthBuild Program,
small businesses and entrepreneurial activities, and workforce development initiatives to
implement the MTW Work Requirements, MTW Self-Sufficiency Program, and MTW Time
Limits flexibilities.

2. Provide executive leadership oversight for successfully implementing, measuring, and
monitoring the Resume, Interviewing, Soft Skills, Education (R.I.S.E.) workforce
development program and Ready to Work (R2W) education for DH and instrumentalities.

3. Attend pre-bid meetings, schedule contractor site visits, and conduct contractor training
sessions to communicate the goals and regulations associated with Section 3 opportunities.

4. Provide executive leadership oversight for ensuring that BOSS and DHA Building Blocks embrace a social entrepreneurship approach to maximize the defined and realized Return on
Investment (ROI) by seeking public and private capital to meet KPIs.

5. Provide executive leadership oversight for using the internal “Getting behind the Address” and
Troy University needs assessment data to determine the current and future social and economic
needs of residents and voucher holders and establish a cost-effective referral system in the
Tracking-At-A-Glance (TAGG)software.

6. Provide executive leadership oversight for establishing or revising Memorandums of
Understanding (MOUs) and Memorandums of Agreements (MOAs) with public-private
partnerships to develop a referral network in the TAAG software.

7. Provide executive leadership oversight for planning, developing, and implementing economic
self-sufficiency, housing counseling, education, aging-in-place programs, and services for
residents and voucher holders.

8. Provide executive leadership oversight for developing a public and private sector business
network to partner with DH and its instrumentalities to train and employ residents and voucher
holders.

9. Provide executive leadership oversight for establishing or reestablishing partnerships by
attending meetings with the local chamber of commerce, community colleges, career centers,
universities, Alabama Apprenticeship, and On-the-Job (OJT) training programs, resident
councils, residents, voucher holders, and relevant community social service agencies.

10. Partner with the Director of MTW & Strategic Initiatives and the Director of Compliance &
Policy to successfully implement the Moving Through the Wiregrass with Purpose (MTWP)—
HCV Mobility Program, which will expand housing opportunities by increasing housing
choices for voucher holders by utilizing mobility counseling, wrap-around services, and the
Small Area Fair Market Rent (SAFMR) payment standards.

11. Develop proposals, reports, letters of interest (LOIs), case statements, program overviews, and
other messaging, as needed, for use in grant cultivation, solicitation, and stewardship for
BOSS, DH, and DHA Building Blocks.

12. Leads the housing and health collaboration through public-private partnerships with local,
state, regional, and national academic institutions, corporations, foundations, and other
nonprofit organizations for BOSS, DH, and DHA Building Blocks.

13. Develop and maintain DH’s, BOSS’s, and DHA Building Blocks’ grants management
calendar, including submission/renewal dates, reports, deliverables, and accountabilities in the
Instrumentl grant management software and Monday project management software.

14. Provide leadership oversight for developing, presenting, and coordinating the implementation
of strategic plan items in the Rhythm strategic planning software to measure the goals and
KPIs through monthly, quarterly, and annual reports and presentations to the Board of
Commissioners (BOCs).

15. Develop and make strategic plan recommendations to senior and executive leadership
regarding how DH policies, procedures, and program elements impact business conduct across
multiple departments and divisions.

16. Provide executive leadership oversight for internal training and educational events to support
professional development and increase the agency’s capacity, knowledge, skills, and abilities
(KSAs), including establishing a “culture code.                       

17. Provide executive leadership oversight for directing the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives in the Purpose 2025 and Purpose 2030 strategic plans.

18. Provide executive leadership oversight for evaluating and monitoring staff and training programs to ensure success and provide follow-up to meet training objectives.

19. Provide executive leadership oversight for coordinating online training, scheduling training, recommending training, and assisting with designing and developing training programs for leadership, supervisors, managers, and employees.

20. Provide executive leadership oversight for DEIB programs, succession planning, talent management, change management, organizational development, leadership coaching, and performance management so that each employee of DH and its instrumentalities understands the “big picture” of the Purpose 2025 and Purpose 20230 strategic plans.

21. Participate in developing and implementing goals, work plans, performance measures (KPIs), and continuous improvement of service delivery to support agency and department or divisional initiatives and goals that align with the agency’s core strategies.

22. Provide executive leadership oversight for the people strategy initiatives and programs supporting DH’s short-term and long-term goals, including the entire employee life cycle.

23. Provide executive leadership oversight for strategies to create a modern-day workforce through innovative approaches, enhancing efforts to attract, recruit, and retain an articulate, talented, and diverse team.

24. Establish channels and communicate with internal and external audiences as a leadership team representative on significant DH priority programs and services issues to garner support, shape opinions, advocate controversial positions, and achieve essential community objectives.

25. Undertakes and performs other work-related duties and special projects the executive leadership assigns, including research, evaluation, analysis reporting, recommendation, problem resolution, and internal and external communications to support strategic goals as required.

Required Knowledge, Skills, and Abilities (KSAs)

1. General understanding of Dothan Housing’s Moving-to-Work (MTW) Plan.

2. Knowledge of policies and practices about Section 3 HUD regulations and laws.

3. Knowledge of planning and implementing events and special projects to achieve specific goals.


4. Knowledge of DH’s policies and procedures and HUD rules and regulations for resident
services.

5. Thorough knowledge of agencies that provide assistance and services to residents, including
some understanding of eligibility requirements

6. Knowledge of public information laws and regulations is required.

as required.

about various DH programs and other services.

10. Must be highly skilled, proficient, and efficient in using information systems, Microsoft Office,
and Excel, and access applications for report preparation, residential training, and employment
databases.

mathematics.

Required Education/ Experience:

• Master’s degree in Adult Education and Training, Social Work, Public or Business
Administration, Human Services or Resources, or related experience preferred with a
minimum of five (5) years of supervisory experience in workforce development, social
services, career center services, community college adult education, YouthBuild, or Section 3
programs.
• Bachelor’s degree in Adult Education and Training, Social Work, Public or Business
Administration, Human Services or Resources, or related experience preferred, with a
minimum of ten (10) years of supervisory experience in workforce development, social
services, career center services, community college adult education, YouthBuild, or Section 3
programs.
• A combination of education and experience may be considered.
• Experiences with the required degree must include working for a Moving to Work (MTW)
Public Housing Authority (PHA) or in a public or non-profit organization, human services, and
community building/economic development, preferably in low-income communities is a plus.
• Must be certified or obtain Certified Workforce Development Professional (CWDP)
certification or equivalent within two years of employment.
• Must obtain a Certified Nonprofit Professional (CNP) credential or equivalent within two years
of employment.
• Must be certified or obtain Family Self-Sufficiency (FSS) Specialist or equivalent within one
year of employment.

While performing the duties of this job, the employee is regularly required to stand, sit, walk, use hands to finger or feel, reach with hands and arms, and talk or hear. The employee is occasionally required to climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and move up to 25 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. The level of manual dexterity should be sufficient to allow for the operation of a scanner, terminal keyboard, telephone, facsimile machine, office supplies, etc. The employee must be able to move, handle, or lift moderately heavy objects such as computer equipment (printer, monitor, CPUs, etc.) around the desk area.
